He participated in a mission to Israel by Uruguayan information technology entrepreneurs, organized by the Uruguayan Chamber of Information Technology. As part of the visit, the university signed an agreement with the Technion Israel Institute of Technology allowing students with the best initiatives in the field of information technology to complete an eight-week internship at that university in Haifa, from October 27 to November 1. He delivered the lecture “Free Trade Zones in Uruguay: Perspectives in the Services Sector” at the seminar “Free Trade Zones as Platforms for the Export of Services,” organized by the Free Trade Zones Association of the Americas and the National Council of Free Trade Zones of Paraguay, under the auspices of the Ministry of Industry and Commerce of Paraguay, Asunción, September 26 and 27.
