Dr. Carlos Gutiérrez Puente (Netherlands) Senior Research Fellow at the International Bureau of Fiscal Documentation. He delivered the lecture “Tax Developments in Argentina and Chile. Financial Planning under Chilean Law,” on February 14. Dr. Filipe Vasconcelos (Portugal) Researcher at the Observatory of Foreign Relations at the Autonomous University of Lisbon. He taught the course Analysis of the International Situation in the Bachelor’s Program in International Studies from March 13 to 15 and from March 29 to April 1. He delivered the lectures “Economics and Public Opinion: Foundations for the Transformation of Sovereignties,” April 1, and “Geopolitics and Geoeconomics of Energy: An Interpretation of the Contemporary International System,” September 23.
