Dr. Vargas holds a Ph.D. from the National Polytechnic Institute of Grenoble (INPG) in France. He holds a Master of Science in Health Sciences from the Federal University of Rio Grande do Sul ( UFRGS) anda Bachelor of Science in Electrical Engineering from PUCRS. He is the founder of the Latin American Group on Society in the Information Age, Institute of Electrical and Electronics Engineers (IEEE) - Test Technology Technical Council ( LA-TTTC). His research interests include the design of software and hardware systems for embedded systems.
