Cyjon holds a degree in electrical engineering from the Technion Institute of Technology in Israel. He is currently pursuing a master’s degree in political history at the Faculty of Social Sciences at the University of the Republic. He served as president of the Central Council for Jewish Education (1995–1998) and president of the Zionist Organization of Uruguay (2003–2006).
He taught courses on Zionism at Universidad ORT Uruguay was a professor in the Permanent Department of Judaism at the Catholic University of Uruguay.
He is the co-editor of the following books: Zionism a Century After Herzl, Zionist Organization of Uruguay and Artemisa Publishing (2004) and Jerusalem: 19 Years of the Prize, 19 Speeches, Zionist Organization of Uruguay and Fin de Siglo Editores (2009).
He is the author of the following works of fiction: Of Legends and Cliffs, Melibea Publishing (1999); Damn it, Nautilus Rey Publishing (2001); Dude, I'm getting my passport, Artemisa Publishing (2003); Marked forever, Ediciones de la Banda Oriental (2006) and The truth is always elusive, Dedos Publishing (2013).
