The European Union Delegation in Uruguay will select 70 college students to discuss water resource management through a European Parliament simulation. Applications are open through Sunday, September 13.

The 2026 edition of Euromodelo Uruguay offers a free opportunity for training, exchange, and participation for students from across the country. The program combines training sessions with an institutional simulation in which the selected participants will take on the roles of members of the European Parliament.

Euromodelo is a public diplomacy initiative focused on leadership, diplomacy, and negotiation. It aims to familiarize younger generations with the workings, principles, and values of the European Union and to develop skills related to these three areas.

Water Resource Management, a Key Issue for 2026

This year's event will be dedicated to water resource management. During the simulation, participants will discuss water availability and sustainable water management, ecosystem protection, and responses to the effects of climate change.

The choice of this topic addresses a shared challenge. The European Water Resilience Strategy includes more than 50 actions to improve water management and strengthen preparedness for water-related risks. In turn, the European Environment Agency reported that, in 2022, water scarcity conditions affected 34% of the European Union’s population.

The Euromodelo document also frames the discussion within the context of the drought crisis that Uruguay experienced between 2020 and 2023. The aim is to link the local and global dimensions, as well as technical aspects and policy decisions.

The theme of Euromodelo Uruguay 2026 is directly linked to the Sustainable Development Goal (SDG) 6: Clean Water and Sanitation, one of the 17 goals adopted by the United Nations in 2015 to address global challenges by 2030.

This goal aims to ensure the availability and sustainable management of water and sanitation for all. In particular, it includes targets related to the efficient use of water resources, integrated water management, and the protection of water-related ecosystems.

The debate proposed by Euromodelo addresses these challenges by focusing on water availability and sustainable water management, the protection of ecosystems, and responses to the effects of climate change.

Who is eligible to apply?

The program is designed for students in any college major in Uruguay. To apply, you must meet all of the following requirements:

  • Be up to 27 years old.
  • Be enrolled in at least the second year of the degree program at the time of completing the form.

Access to the program is free and applications are open to college students from across the country who meet the above requirements.

Euromodelo 2026 Timeline

The official stages of the program are as follows:

  • Sunday, September 13: Registration deadline.
  • Wednesday, September 23: Announcement of the 70 selected individuals.
  • Friday, October 2 (afternoon): Welcome session and introduction to the program via Zoom for all participants.
  • Thursday, October 22 (1:30 p.m. to 5:00 p.m.): Training on the history and functioning of European Union institutions and an introduction to this year’s theme (water resource management).
  • Friday, October 23 (1:30 p.m. to 5:30 p.m.): Training on Diplomacy, Negotiation, and the Investment Agenda Global Gateway.
  • Thursday, November 26 (9:00 a.m. to 5:30 p.m.): In-person committee work for all participants.
  • Friday, November 27: Plenary session. The academic program will take place from 9:00 a.m. to 4:00 p.m.; the closing ceremony and presentation of certificates will be held from 4:00 p.m. to 5:00 p.m.; and the reception will begin at 5:00 p.m.

Program Format and Coverage for Students from Outside the City

The October training sessions will be held in a hybridformat: they will be in-person for those living in the metropolitan area and virtual for students from other parts of the country. The final session in November will be in-person in Montevideo for all participants.

To facilitate national participation, the program will cover travel, lodging, and meal expenses for students residing in the interior of the country during the in-person session.

Selection and Required Documentation

Because enrollment is limited to 70 participants, the Delegation of the European Union in Uruguay will select participants from among the applications received. The call for applications states that the following criteria will be considered: territorial, gender, and academic representativeness, among others. To complete the application, please have the following digital documents ready:

  • Certificate of Enrollment.
  • Image of both sides of the ID card.

The form accepts files up to 10 MB. It also requests personal, academic, and contact information, so all information must be reviewed before submission.

Applications are accepted exclusively through the official forml provided by the Delegation of the European Union in Uruguay. Currently, the link requires you to sign in to Google before displaying the form. The deadline is Sunday, September 13, 2026, so it is recommended that you complete the process in advance.
