
The document, titled "Latin America: Leading for Democracy," is part of the 2024/5 Global Education Monitoring Report (GEM) and focuses on distributed leadership as a means of promoting empowerment and democracy in schools across the region.
It was developed by UNESCO in collaboration with the Organization of Ibero-American States (OEI).
Among the reference materials supporting the study are the papers written by Vaillant and Opertti: one on teacher professional development and the other on the conceptualization of distributed leadership, respectively.
This regional edition of the GEM Report is based on three main sources of evidence:
- Case studies from six countries (Argentina, Brazil, Chile, Colombia, Costa Rica, and Honduras).
- National profiles on policies and working conditions for school leaders.
- A survey of education ministries in 18 Latin American countries, including Uruguay.
The report was officially presented on April 23 in Bogotá, Colombia, at an event organized by the Colombian Ministry of Education, the OEI, and UNESCO.
