Uruguayan, born in Montevideo on January 3, 1958. Married, with three children.

Ph.D. in Education, University of Oxford, 2000.

Master's Degree in Education, University of Oxford, 1991.

Systems Engineer, University of the Republic of Uruguay, 1980.

Rector Universidad ORT Uruguay 1996. He previously served as dean of the School of Engineering at Universidad ORT Uruguay as a tenured professor of Information Systems in that school.

Deputy Chairman of the World ORT Academic Advisory Board World ORT 2016.

Full member of the National Academy of Engineering of Uruguay since 2012.

Regular columnist on education topics for the Montevideo newspaper El País since 2010.

Robert Singer Professional Excellence Award, 2023.

CREI Silver Award, International Office of Informatics, Spain, 1984.

National Computer Science Award, Ministry of Education and Culture, Uruguay, 1980.

Founder and secretary of the Uruguayan Computer Science Society.

Founder and Secretary of the Council of Rectors of Private Universities of Uruguay.

Founder and president of the University of Oxford Alumni Association in Uruguay.

Member of the Uruguayan Society of Engineers since 1980.

Author of more than 50 scholarly articles. His academic specialty is the integration of new technologies into educational systems.

He was awarded a Reuters Fellowship at St. Antony’s College, Oxford, in 1986, and a British Council Fellowship at Keble College, Oxford, in 1990 and 1991.
