Landoni holds a Master’s degree in Public Administration and Policy from Cornell University (United States) and a Ph.D. in Law and Social Sciences from the University of the Republic.
Fulbright Scholar for graduate studies (LASPAU Program) and as a researcher (New Century Scholar).
He held leadership positions at several national universities, where he also taught and conducted research.
He is the author of books and articles, and also gives lectures on issues related to higher education policy and management.

Former member of the Accreditation Commission for the Mercosur Accreditation Mechanism (ARCU-SUR) and of the Advisory Council for Private Tertiary Education (Ministry of Education and Culture).

He served as undersecretary (1992–1995) and director general of the Secretariat (2020–2024) at the Ministry of Education and Culture.
