This program aims to promote the region's development through a network of highly trained public servants dedicated to serving their countries.
This is an in-person training program running from October to November 2025 for high-potential university students from Latin America who are committed to public service.
Nominations must be endorsed by the rector ; therefore, the four most outstanding candidates will be selected, taking into account the following requirements:
1. University students from all fields of study who, as of September 30, 2025, have completed and successfully passed at least 50% of their university coursework but have not yet graduated are eligible to apply.
2. Applicants must have been born between January 1, 2001, and December 31, 2005.
3. Good academic record and proficiency in English (certificates are preferred).
4. Experience and participation in student, political, and social associations aimed at societal development through public policy, as well as professional internships at public institutions, will be considered.

4. Motivation letter (in Spanish) of no more than 400 words addressing the following topics:
a. Reasons why the Botín Foundation should choose you as a candidate.
b. What achievements in your life lead us to believe that you are the right person.
c. If you are ultimately selected, how would you contribute to making the program a positive experience for everyone.
If selected, the contents of that letter must be presented in a one-minute video.

Candidates whose profiles best match the program requirements will move on to the next stage of the selection process, which consists of an interview (date to be confirmed).
The top four candidates will receive the letter of recommendation from rector for application to the Botín Program, which must be submitted by May 10, 2025. The foundation will select the 40 most outstanding candidates from among the applications received from across Latin America.
