The event was opened by:

- Dr. Gaston Labadie, Dean of the School of Administration and Social Sciences.
- Luis Garibaldi, Director of Education at the Ministry of Education and Culture.
- Francisco Benavides, Regional Education Advisor for Latin America and the Caribbean at UNICEF (Panama).
- Dr. Paolo Mefalopulos, UNICEF Representative in Uruguay.
The seminar was attended by prominent researchers and experts in education: Magdalena Cardoner, Dr. Ezequiel Gómez, Luis Sarm Alejandro Morduchowicz and Dr. Javier Simón (Argentina), Dr. Jorge Rivera (Bolivia), Dr. Elba Barreto (Brazil), Dr. José Joaquín Brunner (Chile), Mr. Luis Sarmiento (Colombia), Dr. Rebecca Tortello (Jamaica), Dr. Bernardo Naranjo (Mexico), Ms. Silvia Ojeda (Mexico), and Radhamés Mejía, M.A. (Dominican Republic), Rector APEC University.
Representatives from the national offices of UNICEF in Argentina, Chile, El Salvador, Panama, Paraguay, Venezuela, and Uruguay attended. Also present were Dr. Maria Ester Mancebo, a professor at the University of the Republic, and Dr. Ana Balsa, a professor at the University of Montevideo.
During the seminar, a research paper prepared by the research team at Universidad ORT Uruguay was discussed at length. The team consisted of Dr. Vaillant, Inés Aguerrondo, a faculty member in the Master’s in Educational Management program, Dr. Magdalena De Stefani, a faculty member and tutor at the Institute of Education, and María Azpiroz, a doctoral student in Education. The discussions helped establish a discussion agenda and UNICEF guidelines for policy-making related to improving learning opportunities for children and youth in Latin America and the Caribbean.
