Treaties to Avoid Double Taxation: Uruguay - Spain

On Wednesday, March 16, the School of Business and Social Sciences hosted a conference titled "Double Taxation Avoidance Treaties: Uruguay–Spain," featuring presentations by Álvaro Romano, Deputy Director General of the General Tax Directorate, and Enrique Ermoglio, Director of the Tax Department at Deloitte. The event took place as part of the "V Annual Latin America International Tax programme," which will be held at Universidad ORT Uruguay June 13 and 14 of this year.


Economic globalization, the opening of countries to international trade, and the wide variety of treaties aimed at increasing global integration are realities that Uruguay must necessarily take into account as part of its ongoing commitment to development. In this context, international trade in goods and services and foreign investment flows—whether between related or unrelated companies—have been experiencing significant growth. This situation challenges countries to address, in an appropriate and coordinated manner, the application and enforcement of tax payments on such transactions, with the aim of preventing double taxation or “non-taxation.” Increasingly, and based on certain models developed by international organizations, countries have been signing bilateral agreements to avoid double taxation. The relevant regulations address concepts and criteria pertaining to international taxation in general and the exchange of information among tax authorities.

Mr. Álvaro Romano is Deputy Director General of the National Tax Administration. He holds a Diploma in Taxation from the Inter-American Center for Public Administration and has completed a postgraduate degree in Tax Law at the University of Salamanca, Spain. He was a member of the delegation that negotiated the Uruguay-Spain treaty.

Enrique Ermoglio, CPA, is a member of the Board of Directors of the Uruguayan Institute of Tax Studies, Director of the Tax Department at Deloitte, and Full Professor of International Taxation at Universidad ORT Uruguay.
