In an interdependent and deeply digitized world, culture has established itself as a strategic resource for international engagement and, consequently, as a central dimension of foreign policy. The internationalization of culture involves much more than exporting goods: it entails promoting artists, works, and content on global platforms, forging strategic alliances, and expanding audiences. At the same time, cultural diplomacy serves as a key tool for states to convey their identity, values, and image, strengthen ties, and exercisesoft power. For most countries—and not just Uruguay—softpower is the only way to establish a foothold in the international system.

This conference will examine the cultural factors that influence the international perception of countries, with the aim of strengthening strategic decision-making. It will also address the design of cultural strategies tailored to global audiences, the coordination of public and private resources, and the use of digital tools to expand cultural presence on the international stage, thereby contributing to effective positioning on the global stage.

    Minister-Counselor Nathalie Peter

    A career diplomat and graduate of the Artigas Institute of the Foreign Service, she has held positions at multilateral organizations and various embassies. She was posted to Austria, where she served as consul. She is currently serving in the United States as Minister-Counselor, in charge of the Economic and Commercial Department of the diplomatic mission.

    She is a professor of Cultural Internationalization in the Graduate Program in Cultural Management at the University of the Republic.
