In accordance with the provisions of the Inter-American Democratic Charter, electoral observation missions are guided by the principles and standards of the OAS and are conducted in an objective, impartial, and transparent manner, with the appropriate technical capacity.

The Secretary General of the Organization of American States, Luis Almagro, appointed Ambassador Agustín Espinosa—a professor of Regional Integration at the School of Administration and Social Sciences—as head of the Electoral Observation Mission to monitor the municipal elections in the Federative Republic of Brazil. The elections were held on November 15 and 29, 2020.

In its election observation work, the organization emphasizes a comprehensive analysis of electoral processes, focusing on the conditions for universal and equitable suffrage, as well as the ways in which the various stakeholders in the process participate.
