The event, which took place on October 9, examined Germany's role in decision-making within the European Union and its role as economic driver in the region.
The conference provided an opportunity to explore interconnection between Germany and other global actors, highlighting its impact on the formulation of policies that shape the future of Europe and the world.
The speaker was Ambassador Stefan Duppel, who has served as Germany’s Ambassador to Uruguay since 2024. He previously served as Ambassador to Bolivia and as head of mission at the German Embassy in Caracas.
Fundamental Principles
The expert noted that Germany is currently seeking to represent and champion the values of unity, justice, and freedom, not only domestically but also through a firm commitment to the European Union and the international order, particularly within the framework of the United Nations.
This approach is shaped by a historical context that has defined its trajectory since World War II.
A New Beginning After World War II
The end of the war marked a fundamental turning point for Germany. Terrified by the devastation—political, economic, and moral—Germany faced the urgent need to restore its international credibility .
This process could not be achieved through political or economic decisions alone; rather, it required a comprehensive approach that included cultural and academic exchange and the strengthening of civil society as an essential part of its foreign policy.
German Foreign Policy and Its Current Challenges
The postwar period brought with it crucial decisions in foreign policy. Duppel noted that Germany today faces several challenges that reflect its priorities on the global stage:
- War in Ukraine. This conflict has marked a turning point in expectations for a peaceful order. The expert emphasized the importance of upholding the principles of international law to ensure security in Europe.
- The Development of the European Union. Overcoming the rivalries between Germany and France marked the beginning of a cooperation that cemented the European Union as a community of values. “Only together can we play a significant role in the world,” Duppel stated.
- International order. Germany advocates for the robust development of the international order, recognizing the major challenges it faces, not only due to the war in Ukraine, but also due to the need to act effectively as a global community.
- Climate Protection. Germany advocates for each country to set its own climate goals, aligning with Uruguay’s position on this issue.
- Economic Challenges. Facing what is known as the "4 Ds"—digitalization, decarbonization, democracy, and deglobalization—Germany is striving to adapt to a constantly changing world.
- Migration. This issue is high on the European and U.S. political agendas. The expert emphasized the need for a collaborative approach.
- Relations with Latin America and Uruguay. According to Duppel, relations between Germany, Europe, and Latin America are excellent, although he emphasized the need for even closer international cooperation.
With its sights set on the future, Germany seeks not only to defend its interests, but also strengthen the relationships that underpin global peace and cooperation.
