With the aim of supporting the Technological University of Uruguay (UTEC) by strengthening its presence in the south-central region of the country, the National Development Corporation (CND) issued a public call for proposals for this preliminary design competition.

The new headquarters will be built in the city of Minas, Lavalleja, on the site of the former bus terminal, which has been donated by the Lavalleja Departmental Government. The building has a ground floor area of 1,024 m², an upper floor area of 862 m², and 2,747 m² of outdoor space.
The rulings were read on Wednesday, December 13, 2023, at the offices of the National Corporation for the Development of Ciudad Vieja, during which the winning bidders were announced and the financial bids for the educational infrastructure trust fund for the construction of the Eastern Regional Institute of Technology in Minas were opened.

The ceremony was attended by Mario García, Mayor of Lavalleja; Rodolfo Silveira, UTEC board member; Sergio Fernández, General Manager of the CND; Mercedes Espasandín, President of the Uruguayan Society of Architects; and Diego Ferrando, competition advisor.
First prize was awarded to the preliminary design “El trébol” by the firm MASA + BA, comprising Martin Pronczuk (Principal Architect), Santiago Saettone, and Aníbal Bizzotto, who were assisted by Francisco Vera and Bruno Ramírez, with Magnone-Pollio serving as structural consultant and Maite Vázquez as landscape consultant.
