New Enrolments and Renewals in the SNI

Dr. Silvia Umpiérrez and Dr. Manuel Cardoso were admitted to the National System of Researchers at the Entry Level, while Dr. Lourdes Cardozo Gaibisso was reappointed to remain at Level I.
New Enrolments and Renewals in the SNI

In May 2025, Dr. Silvia Umpiérrez—a professor and advisor at the Institute of Education—and Dr. Manuel Cardoso—Director of Research at the Center for Continuing Education in Higher Education (CAES)—were selected to join the National System of Researchers (SNI) of the National Agency for Research and Innovation (ANII).

At the same time, Dr. Lourdes Cardozo Gaibisso, a visiting professor and graduate advisor at the Institute of Education at Universidad ORT Uruguay, was reappointed to continue in Level I of the Social Sciences department.

The National System of Researchers aims to promote scientific activity, the generation of interdisciplinary knowledge, and the expansion of a national academic community through periodic evaluations, a categorization system, and financial support.

Currently, a total of 10 researchers from the Institute of Education are members of the SNI.

Meet the researchers

Silvia Umpiérrez (Beginner Level)

She holds a Ph.D. in Education and a Master’s degree in Education from Universidad ORT Uruguay. She also holds a Bachelor’s degree in Biological Sciences from the University of the Republic (Uruguay). She currently serves as a tenured faculty member at the Education Training Council of the National Public Education Administration (ANEP), as well as a professor and tutor at the Institute of Education at Universidad ORT Uruguay.

Manuel Cardoso (Beginner Level)

He earned his PhD in Education from Columbia University (United States) and a Master’s degree in Education from Harvard University (United States). He also holds a Bachelor’s degree in Sociology from the University of the Republic (Uruguay). 

He held technical positions at the Educational Outcomes Measurement Unit (Uruguay), the UNESCO Institute for Statistics (Canada), and UNICEF (United States), as well as a senior position at the Council of Ministers of Education (Canada). He taught at universities in Uruguay and served as a visiting professor at Columbia University.

He is the author of publications on standardized testing, education policy, the use of technology in learning, parental involvement in education, and the sociology of quantification. He currently serves as Director of Research at the Center for Advancement in Higher Education (CAES).

Lourdes Cardozo Gaibisso (Level I)

She holds a Ph.D. in Language and Literacy Education from the University of Georgia (United States), a Master’s degree in Education from Universidad ORT Uruguay, and a teaching certificate in secondary education with a specialization in English from the Artigas Teachers’ Institute (Uruguay).

She currently works as a professor and researcher in the fields of Educational Linguistics and TESOL at Mississippi State University (United States). She is also a visiting professor and graduate advisor at the Institute of Education at Universidad ORT Uruguay.
