The High-Level Panel on the Teaching Profession aims to develop a series of recommendations, based on empirical evidence, on how to achieve the goal of ensuring that every student has a professionally trained and qualified teacher.

Established by Guterres with the support of the ILO-UNESCO Joint Secretariat, the High-Level Panel on the Teaching Profession was one of the outcomes of the 2022 United Nations Summit on Transforming Education.

By the end of November 2023, the group must submit a report, which will serve as a key input for preparing the Summit on the Future in 2024 and will help advance the follow-up to the Summit on the Transformation of Education.

By analyzing relevant research and studies, the High-Level Panel on the Teaching Profession will make recommendations to decision-makers.

With the aim of promoting better working conditions for teachers and educational staff, and helping to address the growing global shortage of teachers.
